Mr. Schafer is president of Schafer Consulting Inc. and responsible for project leadership, marketing and contract development, operations oversight, finance, and quality control.

Sample projects include:

  • Operations due diligence on acquisition of a $700 million national human service system
  • Risk pool analysis and strategies for Lead Agencies managing care under Florida’s child welfare privatization and global transfer of some $587 million from the State to the lead agencies through the Florida Coalition for Children
  • Operations assessment and enhancement of a $56 million county-city operated social services system that provides 53 different social services programs including a comprehensive community mental health and substance abuse treatment center, children’s services, MR/DD services, older adult programs, home care, corrections and probation contractual services, with a unionized workforce
  • Product line assessment of adult and a geropsychiatric inpatient units, a Geriatric Assessment Center, Intensive Outpatient Chemical Dependency Treatment Program, Partial Hospital, and intake center for an acute medical hospital system
  • Interim turnaround management of two inpatient psychiatric units in acute care medical centers
  • National business development for a multi-state therapeutic foster care company including finding and providing intermediary services for an acquisition
  • Joint Commission accreditation for a large free-standing psychiatric residential treatment facility
  • CARF accreditation for an opioid treatment clinic and a multi-service community agency providing behavioral health, home health, MRDD case management, early intervention and Head Start
  • COA accreditation for a children and youth agency providing free-standing psychiatric residential treatment, therapeutic foster care and adoptions
  • Medicaid cost report, rate and licensing policies for a staff-secure 176 bed adolescent residential treatment center serving adjudicated adolescents with histories of habitual offending and sex offenses
  • Managed Medicaid behavioral healthcare plan for a non profit children’s hospital
  • CARF accreditation and business consulting to a private Canadian foundation providing behavioral health and special education services to youth

As Vice President of United Psychiatric Group, a psychiatric hospital system operating facilities in Ohio, Indiana, Kansas and New Mexico, Mr. Schafer was part of the senior management team responsible for three new facility start-ups, then provided backup to facility administrators, business development, government and insurance contracting, and had line responsibility for operations of the residential treatment units in each facility. During a three year period he helped increase revenues from $35 to $100 million.

With Universal Health Services, he was National Director of Residential Admissions, developing government contracts with states and counties for UHS facilities in Florida and Texas.

While Executive Director of  the Child Guidance Center of the Lehigh Valley and Administrator of the Philadelphia Center for Human Development, a large adolescent, adult, and older adult psychiatric partial hospital, Mr. Schafer worked with Boards of Directors in developing and managing budgets, strategic plans, quality improvement, risk management, human resources, information technology, compliance, facility master plans, fund raising (private foundation grants, federal grants, and donations), community and public relations. In both these roles, the organizations grew, and improved their financial and service quality.

As Supervisor of Planning and Community Relations for KidPeace, a  national children and youth agency providing outpatient, inpatient, and wraparound mental health services as well as residential treatment, therapeutic foster care, home and family preservation services, Mr. Schafer worked with state and county government agency officials as well as provider systems in order to develop contracts with 22 states and 100’s of counties, helping the organization grow from a 90 bed single-site program to a multi-state, multi-campus children and youth service system.

As Residential Director of Today, Inc. in Newtown, PA, a 120 bed residential treatment and outpatient drug and alcohol program for adolescents and young adults, he helped increase the program from a single 60 bed long term unit to an integrated service that included an intake/short term unit and a community transitional group home and shifted the service model to emphasize family involvement.

As Coordinator of After Care Services for a large community mental health center (Penndel MH Center in Bucks County, PA) Mr. Schafer designed and created a community-based service for 375 persistent mentally ill adults being discharged from Byberry State Hospital in Philadelphia. This included writing successful federal, state, and private foundation grants to hire additional caseworks. He was promoted to Director of Partial Hospital Programs and oversaw the operation of the Looking Glass School, a special education and day treatment program for adolescents, and two other adult programs.

Mr. Schafer received a Master's in Divinity from Andover Newton Theological School in 1972.
